Kenwood TS-440 Issues

Hello All,

This is a newby question so I appologize in advance.

I am trying to make an ARES GO-Kit  using a PCT II USB,  Dell Laptop running Windows 7 and using a Kenwood TS-440S.  I was using the 440 on PSK so I am sure that it is working. Both the laptop and modem work correctly when hooked to a Kenwood 480.  I have commerical cables.

Here is the issue.

The modem loads, and keys the transmitter.  However, there seems to be very little, if any output.  The needle on an external power meter barely moves. 

Any Ideas
